But the lack of water is actually a lack of leadership. Millions of acre feet of nuisance water is fouled in the midwest every year. That water could be piped over the rockies into lake powell in utah - headwaters of the colorado - for a few measly billion.
I would support them piping that water over. It would be a massive undertaking but another thing that could be done is to actually properly align the water rights on the Colorado and such. First, you would need to know who gets what. And then objectively show how much they actually need. My guess that quite a few are receiving more than they need. also, could make this adjustable/dynamic. High water year = greater water allotment and so on. A lot of the watersheds in CA are over-allotted. The existing water rights exceed the actual acre feet of water.
